Builds and maintains the packages the labs and assessments inspect. The conflicting timestamps in them are deliberate and reproducible; if you find an inconsistency that looks like a mistake rather than a plant, report it, because both outcomes are useful and one of them is a bug.
Background in digital preservation, which is why the course treats a format migration as a decision about which losses to accept rather than as maintenance.
